The SIA Methodology for Phase Three

The main purpose of the study was to build upon the findings of previously completed (Phases One and Two) studies and to develop a methodology for use in Phase Three SIA studies of ongoing and projected WTO negotiations. This was undertaken in ways that involved effective dialogue with interested stakeholders and which helped to strengthen the existing international network of SIA experts and their involvement in the SIA debate.

The main objectives of the study contract were:

  • To refine and develop the SIA methodology, created during Phase One for use in preliminary appraisals, to enable the continuation of an SIA during subsequent stages of the WTO trade negotiations.
  • To particpate in the dialogue, concerning the SIA, with interested stakeholders.
  • To continue the development of a credible international network of SIA experts and participate in the policy debate on SIA with experts in other countries and within other international organisations.

Three reports were submitted to the European Commission: an Interim Report (end October 2001), a Mid-term Report (end January 2002) and a Final Report (end March 2002). Each of these reports is posted below.
