Completed Studies (Phase Three) The first year of Phase Three of the programme commenced end of April 2002, with the undertaking of three sectoral SIA studies, as follows:
Reports for each sector study were submitted to the European Commission. The first year of Phase Three also incorporated a Preliminary Overview Assessment of the Doha Development Agenda, which provided an overview of the potential major impacts on sustainability of all of the proposed measures, taking into account potential impacts associated with inter-sectoral linkages, and identifying those areas where more detailed assessments should be carried out at the next stage in the process. Reports for the overview study were submitted to the European Commission. A Public Meeting was held on 12th June 2003 to discuss the final reports. The SIA methodology to be used in Phase Three was finalised in April 2002, on the basis of experience since 1999 and of advice from and consultation with experts and civil society. The SIA methodology is intended to assist negotiators and other interested stakeholders in the post-Doha WTO trade negotiations. As such, it is designed to help those involved in identifying the likely economic, social and environmental consequences for their region or country, of one negotiated set of outcomes compared to another. Minutes of the public meeting, held on 25th July 2002, to discuss the Inception Reports are below. Minutes of Public Meeting, 25th July 2002
